i'm not sure about this - Blair has adamently refused to answer whether he would support US action 
without the go-ahead from the UN. i think that from
the debate after SCR 1441 he has the authority to take action without a new
resolution (or a vote in the commons, for that matter) but i don't think that he has given 
'declared support' in this case.

if anyone has more up-to-date information on this, i'd be very glad to hear
of it.
