I highly recommend "Iraq:In the Eye of the Storm" by Dilip Hiro, (Nation Books) which has been released recently. It gives a thorough and objective account of developments in Iraq since Saddam Hussein came to power, with more detail on the ten years since the second Gulf War that covers the sanctions, weapons inspections, US policy throughout the 1990s (including attempts to overthrow Saddam Hussein by espionage and relationship with the Iraqi opposition), the politicking surrounding UNSCOM, and Iraq's internal situation since the invasion of Kuwait (including Saddam Hussein providing military support to one the two Kurdish factions, the KDP, that was fighting its rival PUK in the north during the mid 1990s).
