Perhaps the best approach is the "cc" -- carbon copy letters to a variety
of officials, newspapers (or write an open letter), and anyone else you
can think of who might have influence. At the least, it might dissuade
them from tossing the letter in the trash for fear that they may be asked
about their response by other powers.
