There are some interesting ideas here. One thing about using dollars is
that transfer of dollars brings under the possibility of control and
siphoning some off - as interest. A thing which is small scale in the US
but rives the feds crazy is barter -- merchant dollars -- where services
and goods are traded. This is very hard to tax.

Maybe an "oil for food" program has other applications: direct trading of
oil for goods without intervening monetary accounting, effectively
isolating the transactions from the international arena. If no money is
involved it becomes much harder for a power like the US to manipulate the
market, and also lessens dependency on the dollar and will effectively
flood the market to an extent by releasing those dollars into circulation
instead of being tied up in transactional time. A few highly populated
nations could have a tremendous effect. I wonder if any would be
interested?
