[casi] refugees

Hi all,

What do people think were the main reasons why the estimated possible
large numbers of refugees didn't materialise? I know there were some
predictions before the war that most people would stay put.

[Reference: "UNHCR estimates that up to 1.45 million refugees and
asylum-seekers may seek to flee Iraq in the event of a military
conflict", Integrated Humanitarian Contingency Plan for Iraq and
Neighboring Countries, <www.casi.org.uk/infor/undocs/ocha030107.pdf>]
