Dear Bert & List, A few comments: In 1990 Iraq was the aggressor, now it is the US/UK. In 1991 the war was NOT fought under the UN flag. We have gone through this many times, and we are again being told that the 1991 aggression against Iraq was a war sanctioned by the UN. No such resolution authorized the aggression. The wording used in resolution 678 "using all means" is NOT an explicit authorization for war. The Charter is very specific about how an authorized war should be conducted, with clear and specific procedures, preceded by a resolution specifically authorizing war. None of that was done... Even if we aaccept that the 1991 was a "legal" war authorized by the UN, it has no bearing on the issue of compensations or reparations now. My point was that Iraq was found responsible for all and any loss suffered by states, eneterprises and persons, even those that Iraq or Iraqis were not guilty of. In this new aggression, the US/UK have violated international law by attacking without authorization. They have violated numerous articles of the Geneva Conventions, the last of which was not protecting property. This would in my opinion constitute a violation by the occupying force of its responsibilities for which it should pay compensations. Who else would comenpsate those who lost their property or their loved ones because of the looting which the occupying force either sanctioned or not stopped??
