There was a story on NPR Saturday evening, late, about this process.  I
wonder if, however, the USA would pay any attention to this.  I can see us
easily sidestepping the security council vote, less easily sidestepping this,
but the admin. has been positioning this as the US listening to others about
defending itself.  Absurd I know, but they apparently feel threatened by SH.
George Carlin offered a potential reason for this in 1991.
