SCR 1441 does not authorise war: another SCR would be necessary for war

It states this brilliantly clearly, pointing to reassurances given at
the time by the US and UK, and showing that 1441 AND the existing body
of SCRs AND the UN Charter AND customary international law do not
provide the basis for use of force against Iraq without a further SCR.

THis is particularly relevant for Nathaniel's work.
