[casi] Where is the 1999 UNICEF report???

Hello all,
how come we don't have access anymore to the 1999 UNICEF-report?
Child and Maternal Mortality Survey 1999: Preliminary Report (July, August 1999).
Is this a mistake, or is it part of the preparations for war: "format the brains of the people, 
remove all useful information that could lead to protests."
Who can answer me?
