[casi] Annan considering Iraqi offer.

[ Presenting plain-text part of multi-format email ]

Unfortunately Bush reiterated this weekend that even if inspectors go in it
will not affect his decision. Hopefully Blix will go, inspections will
happen, and the international community will defy the US> here's to hoping.

UNITED NATIONS (Aug. 5) - Secretary-General Kofi Annan said Monday talks
between Iraq and the chief U.N. weapons inspector would be considered if Iraq
honored U.N. Security Council requirements about what would be discussed.

He said again he welcomed last week's letter from the Iraqi government
because it had invited chief inspector Hans Blix and his team to Baghdad for
the first time.

''But of course we have very clear requirements and if Iraq were to honor
them, I think the invitation can be considered,'' Annan said. ''If they were
to agree to the position that Mr. Blix had laid out for them, in accordance
with the U.N. resolutions, we may be closer.''

Iraq insists Blix go to Baghdad to discuss all pending issues on Iraq's
weapons of mass destruction, key to suspending U.N. sanctions imposed when
Iraq invaded Kuwait in August 1990.

But Blix has said repeatedly that a 1999 Security Council resolution
prevented him from analyzing arms data until the inspectors were back on the
ground to determine what happened since they left in December 1998, on the
eve of a U.S.-British bombing raid. They have not been allowed to return
since.
