[casi] UN allegation of Iraqi "dirty bomb'?

Can anyone explain this aside in a recent 'dirty bomb' article in the
Philadelphia Inquirer June 11, 2002. In the text accompanying illustrated
diagrams of this imagined bomb titled, Scenario: the Detonation of a 'Dirty
Bomb' they assert:
"There has been no known attack using a dirty bomb; however the United
Nations reports that Iraq tested a one-ton radiological bomb in 1987."
