Times: Re "A Secret Plan Outlines the Unthinkable" (March 10), the U.S. Defense Department acts as if there were "over theres" in the world where the U.S. could use nuclear weapons without harming itself. The Rev. William Sloane Coffin, Jr., put it well when he referred to all human beings on our tiny planet as passengers in the same boat.
