[casi] Sanctions aimed at leadership, not weapons - Colin Powell



Dear all

One key quote of recent weeks I thought was Colin Powell, FT, 14
Feb 2002, p. 18:

'Sanctions and the pressure of sanctions are part of a strategy of
regime change [along with] support for the opposition and reviewing
additional options that might be available of a unilateral or multilateral
nature.'

Yet another confirmation that sanctions would continue even if Iraq
cooperated on the weapons front.

"Leadership change" in Baghdad is the real condition for lifting
sanctions.
