explain?



Hello,
I don't really know much about the sanctions, but I was reading an 
article/editorial in the Toronto Star it talked about how only southern Iraq 
feels the pressure of the sanctions, while areas like Baghdad are 
flourishing, this is because the foreign aid isn't distributed fairly.  I 
was wondering if this really is true, I know some people on the list have 
been to Iraq, maybe you oculd share some insight.  You are welcome to email 
me at my adress rather than disturb everyone with such insignificant info.
If it is true then why doesn't any of the info posted on the list deal with 
the corruption of the IRaqi government, or whatever is responsible for not 
distributing aid equally.
