The latest French draft resolution (19 June) can be found at: http://www.cam.ac.uk/societies/casi/info/france010619a.html On a brief glance, there seems to be some watering down of earlier French proposals (eg changing the time line for foreign investment in Iraq from 1 month for the Secretary-General's recommendations in the earlier draft para.5, to 3 months in this draft para.5). There are also some positive proposals, such as opening up discussion on the possibility of a link between deductions of oil revenues for the compensation fund and the humanitarian needs of the Iraqi people (para.12 of the latest draft; not in the equivalent para.16 of the earlier draft). There is also an unsubstantiated mention of a "safety net" in para.14 of the new proposal.
