At the end of the 20 March 2000 oil experts report is a table of oil sector items with Comm. No., item description, time of review, holder, reason for hold and impact. For report and table go to http://www.un.org/Depts/oip/reports/oilexperts.htm The table contains examples of items approved in one Phase and held in another. An example: "Same materials from China approved in Phase 4 (Comm No 00116), and also repeated in Phase 6. This hold has been under "further technical evaluation" since May 1999, and remains in place". To find examples of inconsistent approval, do a keyword search for "phase".
