Why the Iraq sanctions have never been discussed at the UN General Assembly



According to Denis Halliday (private communication), the reason why the Iraq
sanctions have never been discussed at the UN General Assembly is (quote):
"Under the UN Charter, I believe,  once the Security Council is seized and
remains seized with an issue, the GA cannot take it up and
intervene. Only when the Council kicks it to them or cannot function for
lack of a quorum can the GA consider."

Colin Rowat adds:

http://www.un.org/ga/54/bgrdga.htm says that the UN Charter allows the GA

        to discuss any question relating to international peace and
        security and, except where a dispute or situation is being
        discussed by the Security Council, to make recommendations on it; 

So much for democracy at the UN.
