:) Dear friends, The Canadian Standing Committee on Foreign Affairs and International Trade has just released its fifth report to the Canadian Government. In this report, the Committee specifically notes the inadequacies of the Oil for Food deal, quotes from the March 1999 report, and calls for the 'urgently [pursuing] the de-linking of economic from military sanctions.' The full list of recommendations are enclosed below: "The Standing Committee on Foreign Affairs and International Trade recommends that the Government of Canada: Reaffirm publicly the need to address on an urgent basis the ongoing humanitarian tragedy in Iraq; Notwithstanding the adoption of Security Council Resolution 1284, urgently pursue the "de-linking" of economic from military sanctions with a view to rapidly lifting economic sanctions in order to significantly improve the humanitarian situation of the Iraqi people, while maintaining those aspects of the multilateral embargo necessary to satisfy security requirements and contribute to the overall goal of regional disarmament; Establish a Canadian diplomatic presence in Iraq in order to monitor developments in that country more effectively and to make direct representations to the Government of Iraq; Continue to pursue the broader issue of the reform of the use of sanctions in order to allow a clearer targeting of military forces and regimes instead of civilian populations" The full report is available on: http://iraqaction.org/canparl.html -Rania Masri p.s.
