Weapons Inspections in 1998

Appearing on a well-known American TV news station on Friday night, an Iraqi government official claimed that the UN inspectors had been allowed to inspect all sites they had requested to see by February 1998. I haven't heard this before, and I think if true it's quite significant. Can anyone confirm or deny this claim?
Thanks, Seán
