ICRC Makes Report on Decade of Sanctions in Iraq. MOSCOW, December 24 (Itar-Tass) - The International Committee of the Red Cross (ICRC) has published a report with the theme "Iraq -- A Decade of Sanctions" to state the deterioration of the disastrous position of the Iraqi populace as a result of the on- going sanctions, says a report of the Russian Foreign Ministry, received by Itar-Tass on Friday. The sanctions affect the weakest and the most vulnerable -- children, pregnant women, elderly people and residents with chronic diseases. At the same time, the bombing by U.S. and British aviation is almost a daily affair. There are miserable salaries, wide-spread unemployment, the deficiency of foods and medicines and poor sanitary conditions in Iraq, the report says. As for the humanitarian exceptions from the sanctions, including the oil for food program stipulated by resolution 986 of the U.N.
