Training rebels doesn't necessarily mean you want them to win



To augment Eyas' point, the United States has a long 
history of assisting rebels enough to cause trouble for an 
opponent but not enough so that they can win and challenge 
the US themselves. Of course, it sometimes fails to pull 
off this balancing act.
