Embargo will kill in Serbia too (2)



De Mistura added that the results of the embargoes decided until now by the
UN haven't been excellent, especially global sanctions, that strengthen the
regimes and hit the population hardly. To apply sanctions and embargoes
without feeling guilty, De Mistura has suggested: 1) that sanctions should
be decided by the Security Council, 2) that they concern weapons and other
specific products, with precise and official objectives and duration, 3)
that every time there's a fund for aids to the civilians, and 4) that they
are accompanied by aonitoring of the effects on the population and by the
introduction of the International Tribunal.
