Monday July 26, 3:01 am Eastern Time UN vote on new Iraq resolution seen in Aug-MEES NICOSIA, July 26 (Reuters) - A U.N. Security Council vote on a UK-Dutch proposal to partially lift sanctions on Iraq could come as early as August, according to the Middle East Economic Survey (MEES). But the weekly publication said on Monday there are still three areas of contention: disarmament, the degree of U.N. financial control over Iraqi oil funds and the lifting of sanctions on imports as well as exports. ``MEES soundings indicate that consultations among the five permanent members of the Security Council have intensified lately with a view to bringing the UK/Dutch draft resolution on Iraq to a vote next month,'' MEES said. The draft resolution, which has been rejected by Baghdad, also would establish a new U.N. commission to inspect and monitor Iraqi weapons that would replace the current U.S. Special Commission (UNSCOM) but use its arms experts and resources. MEES said Russia and China were seeking amendments to the original UK/Dutch draft while the French are working toward a compromise acceptable to all. The publication said few changes were expected in the section of the draft dealing with oil sales. It calls on the U.N.
