Unlike our own government, the US seems to be quite open in attributing
the humanitarian disaster in Iraq to the sanctions, as seen in these
quotes from the Consular Information Sheet last updated on June 25, 1997
(http://travel.state.gov/iraq.html):

'Iraq's economy was seriously damaged in the 1991 Gulf War. UN sanctions
have also affected the economy, including increased crime and decreased
availability of medical services.'

'Basic modern medical care and medicines may not be available.'
