Question of 'smart' sanctions?



Hello

Here are Denis Halliday's comments in response to the growing idea of
'smart' sanctions. 

"We have seen the effectiveness of "smart" bombing in Iraq-death and
destruction. My expectations of "smart" sanctions are not high, but I have
an open mind. I would like to know more. Whatever is the outcome, "smart"
santions must be compatible with the United Nations Charter, and the
