"No stability in UN-Iraq relations without progress toward embargo 
lifting"

It is impossible to see stability in relations between Iraq and the 
United Nations without a progress towards lifting the eight-year long 
embargo on Iraq, the spokesman of the Moroccan government said on 
Thursday.

"Stability of relations between Iraq and the security council is 
impossible in the absence of a progress towards lifting the embargo 
imposed on Baghdad and without restoring its international role with all 
its rights as a state enjoying sovereignty over its resources and 
territory," said Khalid Alioua, who is also minister of social 
development, solidarity, employment and vocational training.

Alioua told the Voice of America (VOA) radio that "it is inconceivable 
that a sovereign state endowed with various potentials cannot meet the 
basic needs of its inhabitants."

"No state, whatever weight and influence it has, can substitute the 
international organization and take unilateral actions, especially when 
it comes to peace keeping," he said.

To a question on a possible Arab plan to settle the Iraq-U.N. crisis, 
Alioua said the Arab states agreed on the need to peacefully settle the 
issue.

For Alioua, the Arab diplomacy "is not in a situation to take efficient 
actions. This requires the settlement of inter-Arab conflicts and the 
establishment of an atmosphere favoring the development of cooperation."

The minister also expressed Morocco's satisfaction over the diplomatic 
solution to the recent crisis between Iraq and the U.N.

"We are happy at this solution and are hopeful that it will pave the way
