Car bombs shook the northern Iraqi cities of Baquba and Mosul today,
killing at least 14 Iraqis and one US soldier. At least 126 people were

occurred outside a US outpost at the former al-Faris air force base in
Baquba, 30 miles north of Baghdad. Hundreds of Iraqis who work at the

*Abuse Scandal Stirs Debate Over ICRC Policy*
/Angy Ghannam, IOL Staff/
The inquiries into the abuses of Iraqi prisoners in the U.S.-run Abu
Gharib prison have so far left crucial questions concerning the
confidentiality policy of the International Committee of the Red Cross
(ICRC) unanswered as the humanitarian organization was buffeted by
demands to drop its silence over what it hears or sees about prisoners
as a price for gaining access to jails in trouble spots around the world
(...) Sources in the community of non-government groups that work with
the Red Cross said they believed Christophe Girod was unhappy with his
own organization and with the U.S. Government and that he felt they (the
Red Cross) should have gone public with their report... continua /

*Pentagon Report Set Framework For Use of Torture*
/Jess Bravin/
Bush administration lawyers contended last year that the president
wasn't bound by laws prohibiting torture and that government agents who
might torture prisoners at his direction couldn't be prosecuted by the
Justice Department. The advice was part of a classified report on
interrogation methods prepared for Defense Secretary Donald Rumsfeld
after commanders at Guantanamo Bay, Cuba, complained in late 2002 that
with conventional methods they weren't getting enough information from
prisoners... continua / continued <http://www.uruknet.info/.?p=3D3402>

Introducing two new commentaries from Foreign Policy In Focus

Getting Peacekeeping Right at the G-8
By Don Kraus

Begin with the assumption the Bush administration will do the right thing =
=85
only after it has exhausted all the other options. The Sea Island Group of
8 (G-8) Summit provides President Bush, after years of disdain, the
opportunity to get peacekeeping right. Buried in the Sea Island agenda is
an initiative to double the world-wide number of trained and equipped
peacekeepers and international police over the next five years.

Don Kraus, a regular contributor to Foreign Policy In Focus (www.fpif.org)
is the executive vice president of Citizens for Global Solutions and the
co-chair of the Washington base working group, Partnership for Effective
Peace Operations.

Charging on in Iraq But Which Way?
By Colonel Daniel Smith, USA (Ret.)

=93The most important thing is the electricity.=94

Neither a complaint nor a question, it is more a statement of fact. Above
all, it stands as a judgment that sums the attitude of an ordinary Iraqi,
Saad Abbas, as the fourteen-month U.S.-led occupation winds down
(Washington Post, June 3, 2004).

As Iraq enters the final three weeks in the life of the Coalition
Provisional Authority (CPA), the power exerted by the inhabitants of the
heavily guarded =93Green Zone=94 is rapidly dissipating as other =93centers=
 of
gravity=94 re-emerge and vie for influence. How much =93electricity=94 each=
 can
generate within Iraq will determine the country=92s future course.

Dan Smith is a military affairs analyst for Foreign Policy in Focus (online
at www.fpif.org), a retired U.S. army colonel and a senior fellow on
Military Affairs at the Friends Committee on National Legislation.
